Only five busses are needed to provide high-frequency service every five minutes from the inner loop to Red River College. Rather than terminate at the inner loop, in fact we allow this route to shuttle through the downtown via Cumberland-Donald-Smith-Notre-Dame (not shown in the map). The additional busses needed for this extended coverage are part of the allocation already made of 24 units for the downtown core.
